REST plans to house 40 homeless men at the St. Anselm Elementary School gym this summer even though the area is zoned R1, and emergency shelters are not permitted in R1 residential zones. San Anselmo Municipal Code allows only 17 homeless in limited commercial, general commercial and public facilities zones within 1/4 miles of a transit stop, and requires on-site security. REST plans no security guards. Smoking is prohibited in schools and playgrounds, and REST plans to allow smoking.

Police and Firemen called to San Anselmo R1 Homeless Shelter
I wasn't home last night when an incident occurred at the homeless shelter in the St. Anselm school gym. Neighbors sent around e-mails that two police cars and a fire truck were at the shelter. Police were seen interviewing someone across the street, possibly a volunteer as the person had a name tag. The gate to the school yard was wide open and two men were standing there.
To find out what actually happened, I consulted police logs for June 14, 2015. I determined via phone call that the incident does not appear in the logs because it was a medical emergency.
